1. In the north end of the Archer Village, you need to talk to two NPCs, Arpesto (pay_arche, 109,169) and Reidin Corse. They will request the following items: 5 Cursed Rubies, 5 Harpy Feathers, 30 Pet Food.

2. Bring them these items, and they will teach you Phantasmic Arrow.
